Mach4 build 2472 released, new release notes file

We have been busy and failed to announce each new Mach4 build recently,
so to make up for that, we have created a Mach4 Release Notes file that
describes what has been changing. This file includes lots of items that are
only significant to developers so don't be overwhelmed by it. The file can
be seen here:
